Kemp, who is also a state marshal, is one of seven elected Stamford constables who serve legal documents to city residents. Lt. Thomas Barcello said the arrest stems from a bounty hunting incident in May when Kemp tracked down a man who didnt show up for his court appearance on drug charges in Stamford. Kemp and his team went to a Hoyt Street residence across the street from the courthouse on May 19 to pick up the man, who was identified in police records as 35-year-old Matthew Labozzetta . Barcello said Kemp physically restrained the mans girlfriend while at the home.
